CARANA is recruiting for an anticipated five-year $25
million USAID-funded workforce development/employment generation project
in Morocco. This project will focus on improving the skills of at-risk
youth, enhancing their career potential for entering the labor market,
and the development of business-led workforce development partnerships.
1. Deputy Chief of Party
Duties: The DCOP will be
responsible for senior technical and managerial oversight of key
components of the Project. He/she will be required to work with various
stakeholders, including private sector firms, government officials and
NGOs.
Minimum qualifications:
- Prior experience in a senior management position on a project funded by USAID or other donors.
- Ten years of experience in two or more of the following areas: vocational training enhancement, employment generation programs, career counseling services, job placement and labor information systems.
- Strong communication skills.
- Good management and administrative skills.
- Proven ability to build capacity in counterparts.
- Creativity and flexibility, a team player.
- Capacity to effectively resolve conflict and overcome resistance to change.
- Prior experience in the MENA (Middle East North Africa) region is necessary; prior experience in Morocco is preferred.
- A Master’s degree in economic development or an MBA or related field.
- Fluency in Arabic, French and English.
2. Senior Career Service
Specialist
Duties: Responsible for improving
career counseling and placement services particularly related to
technical and vocational professions. Facilitate partnerships between
businesses and vocational/training institutes and/or other training
providers to create jobs, establish internships, and develop training
programs.
Minimum qualifications:
· Degree in HR
management, career counseling, vocational training or a related field.
· Prior experience
building strong public-private partnerships to create internships
opportunities that are industry specific for both genders.
· Diplomatic skills and
proven ability to work effectively with governments and VTE
stakeholders.
- Prior experience in the MENA (Middle East North Africa) region is necessary; prior experience in Morocco is preferred.
· Fluency in Arabic and
French are required. English proficiency is preferred.
3. Workforce Preparedness
Specialist
Duties: Responsible for the
enhancement of human resource practices at the firm level and at
training centers. Improve the quality of training instructors. Help
upgrade vocational training curricula that address improved hard and
soft skills, strengthened work ethic, and address gender-specific
constraints.
Minimum qualifications:
· Advanced degree in
organizational development, human resources, education or related field.
· Prior experience
designing and implementing VTE and other curricula.
- Prior experience in the MENA (Middle East North Africa) region is necessary; prior experience in Morocco is preferred.
· Fluency in Arabic and
French required. Strong proficiency in English is preferred.
4. Senior Labor Market
Information Specialist
Duties: Facilitate job placement,
job search information mechanisms, matchmaking and counseling. Utilize
different technologies including web based job search applications, SMS
messaging and convention advertising. Enhance and utilize different
labor market statistics and data bases to ensure better market
intermediation between supply and demand, particularly in vocational
fields.
Minimum qualifications:
· University degree in
Human Resource Management, Education, Information Technology or related
field.
· Experience in career
counseling, job placement, and labor market information systems
preferred.
- Prior experience in the MENA (Middle East North Africa) region is necessary; prior experience in Morocco is preferred.
· Fluency in Arabic,
French are required and English preferred.
5. Senior Youth and Gender
Specialists
Duties: Responsible for creating
easier access to work for target groups including youth and women.
Ensure that special groups such as youth and women are targeted for
employment and training opportunities, and that workforce development
policies and programs are tailored to meet the specific needs of women
and youth. Promote access to child-care programs.
Minimum qualifications:
· University degree in
business, economics or related field.
· Prior experience
working with similar support programs for women, youth and the poor.
· Prior experience
alleviating obstacles to employment for women and youth for easier
access to VTC’s.

· Fluency in Arabic and
French are required, Proficiency in English preferred.
6. Senior Finance and
Administration Director
Duties: Provide overall
management of administrative operations, including, budgeting, finances,
accounting, payroll, procurement, human resources, information
technology, logistics, property management, and security. Oversee sound
and effective systems for project administration and operations,
including grants, subcontracts, procurement and compliance. Supervise
financial operations and daily monitoring of obligations, budgets, and
expenditures. Coordinate and manage the mobilization of short-term and
long-term technical assistance and administrative staff.
Minimum qualifications:
· Experience managing
large programs with multiple components.
· Experience in an
operations position working with USAID programs.
· Expertise in finance,
USAID compliance and accounting.
· Knowledge of in grants
management.
· Bachelor’s degree in
Accounting, Finance, or related field.

· Fluent in Arabic,
French is required. Advanced proficiency in English is preferred.
